The Commission is committed to establishing inclusive labour market, where all people are given equal opportunities. Currently in the EU, only about 50% of persons with disabilities is in employment. At EU level, the employment gap between persons with and without disabilities currently stands at about 23 p.p.

One of the flagship initiatives of the Strategy for the Rights of Persons with Disabilities is dedicated to employment of persons with disabilities. The Package will consist of guidelines and practises developed jointly with relevant stakeholders (European Agency for Safety and Health at Work, European Centre for the Development of Vocational Training, Public Employment Services Network, and through the Disability Platform). It will cover all stages of employment, including recruitment, reasonable accommodation, alternative employment models and transition to the open labour market. Employers, employers’ associations and public authorities are its main addresses. The Package will support Member States in enhancing inclusive labour markets with a view to the supply and the demand side. It will contribute to fostering skills and competences, social inclusion, combatting poverty and promoting equal opportunities.
